In recent years, rogue and fraud activities are increasingly developed in terms of quantity, diversified and complicated in terms of method and tricks Their recent trick is to impersonate authorities to guide and request users to download rogue public service applications (the Ministry of Public Security, VNEID, the General Department of Land Administration, the General Department of Taxation, etc.); thereby taking control of telephone and appropriating assets in the customer's bank account, e-wallet, etc.

As notified by the Public Security, 4 key steps used in the fraud scenario by the rogue groups included: Impersonate public officials from the Government Agencies to request users to cooperate for work purpose; instruct the users to download and setup rogue applications which connected and received request from attack group’s servers; the attack group may track and take over the device control, conduct remote steal of data on user devices and then easily appropriate the user’s assets.

The local residents were also warned to alert calls or messages from strangers as the authorities did not request any personal information and not work via telephone; also contact the regulatory authorities to verify the contact person/caller and alert with requirements on installing software.
